Relations with European Union (EU)

Integration Directory with European Union (IDEU) is approved as being an integral part of the central structures of the public administration, for the need of establishing European integrity units, being a directory. IDEU programs and coordinates the institutional work on the aspect of integration in EU, in close coordination with the Ministry of Integrity, Ministry of Foreign Affairs and other central institutions and common structures of these programs. IDEU includes three sectors:  

-   European Integration Sector & ESDP;
-   Project and assistance Office with EU;
-   Arm-control Sector.

European Integration Sector and ESDP

It programs and coordinates the update process of the National Sectional Strategy, within the National Strategy for Development and Integration (NSDI) 2007-2013, in close coordination with the MoD directories and leadership of the Foreign Help Coordination and Strategy Harmonization Department (FHCSHD), at the Ministry of Councils, as well as prepares information for their progress and development.
The sector coordinates the main process of financial planning and priority policies of the MoD, in coordination with the Program Planning Directory (PPD) and in compliance with the “acquis communitaire” of the EU.
It participates in periodical meetings and activities organized in the framework of National Plan of Application of the Agreement of Stabilization and Association – NPAASA, as well as follow the progress of task realization, in coordination with the respective structures, by putting in application the NPAASA. It prepares periodically the progress-reports and annual ones of the application that come out from the progress-reports of the European Commission and strategic documents of integration. It monitors the process of the application of MoD obligations.
It follows the process, within the participation framework in military missions of common European defence safety (CSDP) and makes relevant recommendations.

Project and Assistance Office with EU

It coordinates with the MoD structures for projects with community assistance finance, based on defence sector priorities, within the many-years indicative program framework (MIPD) and annual programs of action within the assistance framework of EU.
It monitors the progress and application phase of financed programs from the community help offered for the MoD structures.
It updates the data base for the programs and projects financed from the help of EU or the bilateral one, as well as it prepares reports on their implementation.

Arms-Control Sector

Cooperates with NATO and international organizations such as OSCE and UN for the application of convents in the field of arms control where our country is party of.
The most important agreement, which also occupies the main part of the work in the Arms-Control sector, is Vienna document 2011 (DV11). The main obligations regarding the application of DV11 are:
It exchanges military information – defence planning – visits in the air base and military units – demonstration of weapons and military equipment – inspections and evaluation, within the security measures and reciprocal trust (CSBM) through member countries of OSCE.
Arms-Control sector reports periodically over the application of conventions and other agreements of Arms-Control such as: chemical convention “CWC”, convention against mass destruction weapons “OPCW”, bacteriological, anti-human mines, agreement over light and small weapons “SALW”, etc.
Within the membership framework with the Regional Cooperation Centre (RACVIAC), it cooperates for the development and following the application of the program of this centre in the field of Arms-Control and regional security.
