Mission and activity of the Ministry of Defence

1. The Ministry of Defence (MoD) supportsthe Defense Minister in fulfilling his constitutional and legal mission.

2. Ministry of Defense’s mission is the drafting and implementation of the Countries’ security and defense general state policies in accordance with the Constitution, the Security Strategy, the North Atlantic Treaty Organization (NATO), the Military Strategy and the legislation in force in Republic of Albania. It consists of the Ministry of Defense and the General Staff of the AAF ministry.

3. Ministry of Defense assists the Defense Minister in in fulfilling the following activities, as:

a) Representation in the mentioned high boards and in the National Security Council, giving specialized opinion on Defense and Development Issues regarding Albanian Armed Forces (AAF);
b) Reflection on the prospective development program of the AAF, on the policies and directives of the Council of Ministers on defense, on social, on integration, on development and modernization of the AAF in accordance with NATO standards;
c) Ensuring stable and trust-based relations between states, by building policies and practices that favor cooperation;
ç) Determining the priorities and goals that create spaces for cooperation in the interest of increasing common security and fulfilling the country's interests;
d) Accomplishing appropriate education policies for all AAF personnel aiming at a high degree of motivation, standardization of AAF’s internal activity and normal integration in society;
dh) Ensuring the progress of internal developments in the AAF, in accordance with other social developments, ensuring the best possible care of human resources, financial and material resources, with the aim that the development and modernization of the AAF is always and under any circumstances compliance with NATO's political and military developments;
e) Drafting of cooperation programs with all other state institutions in function to their legal obligations for the implementation of the requirements of the National Security Strategy and the Military Strategy of the Republic of Albania, as for the security and defense of the country;
ë) Participation in military and humanitarian operations/missions directed and organized by NATO, UN, UE;
f) Drafting cooperation programs with other central or local state institutions and with civil society in order to fulfill the mission of the Ministry of Defense..

4. Defence Minister during his activity is responsible before the Parliament, the President of the Republic and the Council of Ministers.
