Ministry of Defence's mission and scope of state responsibility

1. The mission of the Ministry of Defense is to draft, implement and supervise national defense policies, ensuring the independence of the country, as well as the protection of territorial integrity and constitutional order.

2. The scope of state responsibility of the Ministry of Defense includes:

a) national defense and security;
b) strategic development of the Armed Forces of the Republic of Albania;
c) military education;
ç) military medicine:
d) military industry;
dh) innovation in the field of defense and security;
e) civil emergencies;
ë) state material reserves;
f) any other field determined by law or by-law.

4. The Ministry of Defense, in order to fulfill the scope of responsibility, is responsible for:

a) drafting and implementing policies and strategies in the field of defense and security;
b) developing operational, human and infrastructural capabilities of the Armed Forces of the Republic of Albania through their continuous modernization;
c) drafting and implementing policies for the development of military industry of the Republic of Albania;
ç) effective administration and development of defense real estate, with the aim of maximizing functionality in the service of the Armed Forces, as well as increasing their economic efficiency;
d) representation and participation in international defense and security organizations and cooperation with NATO;
dh) drafting policies and strategies in the field of civil defense;
e) drafting and supervising policies on creation and management of military reserves and material reserves of the state;
ë) promoting innovation and processes related to technology and projects that belong to the field of defense and security, and territorial control.
