Presentation of draft law on “Civil Protection”, Xhaçka: New regulator to prevent and tackle the emergencies

The Institutions will be better prepared to prevent and cope with natural disasters.
The draft law on "Civil Protection", which is expected to be adopted soon by the Assembly, reforms fully the legal, structural and organizational basis for civil defence.

The presentation of the draft law went on in the premises of the Ministry of Defence. Prime Minister Edi Rama, Minister of Defence Olta Xhaçka, Minister of Infrastructure and Energy Belinda Balluku, Deputy Minister Petro Koçi, Chief of General Staff of the Armed Forces Brigadier General Bardhyl Kollçaku, commanders of the forces, county prefects, representatives of the municipalities as well as Armed Forces officers, who are engaged in civil emergency cases, attended the presentation.


Minister Xhaçka thanked AAF officers, engaged in civil emergency cases. She then covered the fundamental changes that the draft law brings regarding the public institution and private entities approach, prior, during and after natural disaster situations.



Prime Minister Rama thanked the leadership of the Ministry of Defence for enabling the transition of Civil Emergencies under this new umbrella. He also praised the results achieved in such a short time. The head of government emphasized the legal and structural deficiency and the lack of responsibility, shown over the last decades, as well. He praised the new draft law.
