Minister Vengu presents reservist legislation to Legal Affairs Committee: Boosting readiness levels

Defense Minister Pirro Vengu introduced the draft law on the organization and functioning of Albania's Reserve Force to the Parliament’s Legal Affairs Committee. The proposed legislation aims to enhance the country's defense readiness by integrating a modern and structured reservist component with the active Armed Forces.
“The evolving security environment and future challenges demand maximum synergy between active and reserve forces.” -stated Minister Vengu. The law seeks to establish a well-defined reserve structure, outlining the rights and responsibilities of individuals, state bodies, and private entities involved in recruitment and service.
The initiative aims to raise the reservist force to 20% of the active force, equivalent to 2,100 personnel, as part of NATO-aligned defense goals. The initial cost is estimated at 1.69 billion ALL, with annual operational expenses projected at 926 million ALL for salaries, equipment, and training.
In a separate session with the National Security Committee, Minister Vengu also presented a defense cooperation agreement with Slovenia to enhance civil protection against natural and other disasters, emphasizing Albania’s commitment to strengthening its emergency response capacity.
The 2025 budget includes plans to purchase two dual-use aircraft for civil and military purposes, continuing the Armed Forces’ modernization efforts.
