Bad weather, MoD addressed a letter to problematic municipalities: disclose the names of companies in charge of roads maintenance!

Given the situation caused by the snowfall in the last couple of days, the Ministry of Defence, through the General Directorate of Civil Emergencies, has addressed an open letter to the municipalities in six prefectures of the country affected by severe weather conditions. It was sent to the municipalities of Shkodra, Kukësi, Puka, Dibra, Korça and Gjirokastra.
"As you are aware, the situations created recently due to snow and rain falls on a large part of the country's territory caused many problems, such as logjam on several national road axes, many rural road segments, the interruption of communication and human activity as well as the suspension of the teaching process and electricity supply", - is stated in the letter bearing the signature of the director of the General Directorate of Civil Emergencies.
Because of the main problems caused by snowfall and rainfall are related to the activity of the municipality, the Ministry of Defence in its letter urges the municipalities to send a full list of companies contracted by them for the maintenance of road axes, as well as their human and technical capacities, provided in the contract for the maintenance of each of the road segments in the territory of the respective municipalities.
In addition, through this letter, the municipalities are required to provide a detailed list of factual human and technical capacities (type of vehicles, license plates of each vehicle) used during the snowfall and early rainfall days in early January 2019 by contracting firms responsible for the maintenance of each of the road segments and the performance shown by them.
A few days ago, Defence Minister Olta Xhaçka during the inspection of the road situation in Dibra District, underlined the concern that in some districts of the country, the contracted municipalities do not meet their obligation to maintain rural roads which are blocked by the snow. These, in turn, generate difficulties for the community who live in the area.
