The Italian patrol vessel Libra will soon be transferred to the Albanian Naval Force. The official Letter of Intent was signed in Durrës, in the presence of Prime Minister Edi Rama, Italian Defence Minister Guido Crosetto, Albanian Defence Minister Pirro Vengu, and representatives of the Albanian Naval Force and the Italian Navy.
During the ceremony, Defence Minister Vengu described the handover of Libra as a powerful symbol of the long-standing and excellent relations between Albania and Italy. He highlighted that the vessel marks a turning point for the Albanian Naval Force, allowing it to evolve from a coastal patrol unit into a modern combat-capable force.
“This donation reflects our joint commitment to regional security and defence, and it further deepens our partnership in the Adriatic-Ionian space. The arrival of Libra will significantly enhance the operational capabilities of our Naval Force, opening the door to joint air-sea operations. It will also restore a combat-oriented mindset among our naval personnel.” - said Defence Minister Vengu.
Prime Minister Edi Rama praised the transfer as a reflection of the strong and growing partnership between the two countries. Italian Defence Minister Guido Crosetto reaffirmed Italy’s intention to strengthen defence ties with Albania, noting:
“As Defence Minister Vengu rightly said, the delivery of Libra is not an endpoint but a new beginning — one that reinforces the exceptional cooperation between our countries, our armed forces, and our defence industries.”
With an autonomy of 3,300 nautical miles and a cruising speed of 17 knots, Libra will expand the Albanian Navy’s ability to conduct complex, long-range operations without heavy reliance on logistical support.
The vessel will also enhance Albania’s contribution to regional maritime security initiatives, such as ADRION, and will enable participation — and potentially leadership — in NATO’s Focus Operations (FOCOPS), part of Operation Sea Guardian in the Central Mediterranean.
