Promotion of the book “Tirana, prefektët dhe nënprefektët e saj, 1912 - 2017”

Today at the premises of Tirana International Hotel the authors Gazmend Bakiu and Kastriot Dervishi promoted their book “Tirana, prefektët dhe nënprefektët e saj, 1912 - 2017” (Tirana, its prefects and deputy prefects, 1912 - 2017).

Minister of Defence Mrs. Mimi Kodheli, Tirana Prefect Mr. Sadi Vorpsi, members of Parliament, former prefects and many other guests participated in this event. Minister of Defence, Mrs. Mimi Kodheli said that she felt very privileged to be present at this event which also coincides with the 105th Anniversary of the establishment of Tirana Prefect Office. She also mentioned her memories from the period she was the Perfect of Tirana district, and emphasized the fact that Tirana has not been resided only by native citizens, but also by citizens from all parts of Albania.

Mrs. Kodheli also spoke about the role and the competences that the Prefect of Tirana must have, assisted by other central institutions. “The Prefect should be the institution of the general legal control for the territory under his responsibility. Being, as she said, 'the eye and mind’ of the central government over local government, the prefect should exercise real competences.  Therefore, the representatives of the central government, and here I mean the Ministry of Defence, the Ministry of Internal Affairs, Ministry of Health, Ministry of Education and Sports, or even the Ministry of Urban Development, must not think only for the ministries we manage, but beyond them. The Prefect must represent the ‘hand of the central government, with clear cut competences. The Prefect cannot only ask and require, but must also act and implement”, - underlined Mrs. Kodheli.  

At the end of her speech, Mrs.Kodheli greeted all the descendants of those have had the duty of the prefect of Tirana.

The Prefect of Tirana, Mr. Sadi Vorpsi, praised the role that the Prefecture of Tirana has played since its establishment after the independence of the country until nowadays.

The Minister of Defence, Mrs.Mimi Kodheli was the Prefect of Tirana District from January 7, 2005 to May 21, 2005.
