The General Directorate of State Material Reserves (GDSMR)
The General Directorate of State Material Reserves (GDSMR) is a key institution in the management of civil emergencies and serves as a guarantor of the state's material security in times of crisis. In extraordinary situations—such as natural disasters, humanitarian crises, or disruptions in the economic market—GDSMR provides support and stability to minimize the impact of these events on the population and the country's economy by ensuring timely and accurate distribution of aid.
This mission is carried out through a range of duties and functions that make the Directorate an essential component of the civil emergency system in Albania.
The institution supports national security policies by aligning its activities with defense and emergency strategies, contributing to the preservation of social stability during difficult times.
The State Material Reserves were established to provide rapid and effective response in the protection of the population, the economy, and the country during states of emergency (crises), civil emergencies, acts of terrorism, military actions (wartime), and other situations that cause immediate and severe damage to human life and health, livestock, property, cultural heritage, and the environment.
State Material Reserves are also used to provide humanitarian aid in accordance with international legal standards.
