Civil Protection Projects, Minister Vengu meets with the municipalities of Shkodra district

Defense Minister Pirro Vengu continued his informational tour today in Shkodra district, announcing the launch of project applications for local Civil Protection initiatives. At a meeting with the mayors of Shkodra, Fushë - Arrëz, Malësi e Madhe, and Vau Dejës—joined by Prefect Mrs. Majlinda Angoni and the General Director of the National Civil Protection Agency, Mr. Haki Çako—discussions centered on challenges faced by local authorities in responding to floods and fires.

In his remarks, Minister Vengu emphasized: “The goal of this initiative is to see tangible results.” He noted that the budget allocation for Civil Protection has reached unprecedented levels, highlighting that while the primary responsibility in emergencies rests with local government, the Armed Forces remain ready to assist as needed.

Minister Vengu underscored the importance of local knowledge in effective civil emergency management, calling on young people in the region to support Civil Defense units during natural disasters.

Shkodra district faces a high flood risk, particularly due to the Drin and Buna river basins, along with the Kir basin centered around Shkodra. Fire risks are also significant, especially where agricultural land borders forested areas, and pastures intersect with forests.

The National Civil Protection Agency has invited municipalities to submit project proposals across three main areas: infrastructure investments, which will support projects up to 100 million lek, including Bailey bridges; the purchase of specialized vehicles and machinery for emergency response as defined by Albania’s Road Code; and dam rehabilitation projects, with a maximum budget of 50 million lek per project.
