Under the agreement, this mutual assistance can include rescue teams and individual experts, as well as protective and rescue equipment and humanitarian aid. To ensure quicker and more efficient assistance in protection and rescue, and in addressing the aftermath of a disaster, the agreement includes a simplified border-crossing procedure for rescue teams and experts providing assistance, based on applicable entry requirements.
The agreement also specifies that aircraft and vessels may be used for the emergency transportation of rescue teams or individual experts carrying aid, protection, rescue equipment, and other types of assistance. The use of military aircraft and ships for the purposes of this agreement is allowed only with the approval of the host state.
The agreement is expected to be ratified in a plenary session.
