Minister Vengu launches Strategic Defense Review from the Land Force Command

The modernization of Albania’s Armed Forces and meeting NATO capability goals set at the Hague Summit were the main focus of the first consultative meeting held by Defence MInister Pirro Vengu. The session, which took place at the Land Force Command, marked the official launch of the Strategic Defense Review (SDR).
Minister Vengu outlined two core priorities driving this process. The first, he said, is transparent planning grounded in real priorities, with an emphasis on upgrading military vehicles, equipment, and systems through Albania’s own defense industry. From light weapons and ammunition to armored vehicles, emergency response tools, heavy artillery, combat drones, and air defense systems, all are envisioned to be developed under the “Made in Albania” label.
The second key priority is the development and specialization of human resources, which includes investing in new academic infrastructure, improving financial compensation, and encouraging more young Albanians to pursue military careers.
Minister Vengu also stressed the strategic importance of enhancing both the Special Operations Regiment and the Cyber Command, calling them pillars of excellence within Albania’s defense framework. He highlighted that a modern and resilient defense system must also include a strong Civil Defense capability and effective territorial control, supported by investments in air and ground fleets as well as real-time monitoring and command systems.
He further announced that the Armed Forces Development Plan (AFDP) will be updated, aligning investments with a gradual increase in the defense budget, aiming to reach 3.5% of the national GDP.
The Strategic Defense Review will continue with consultations across all military commands and domestic defense industry partners, with the goal of building a capable, modern force ready to meet tomorrow’s challenges.
Present at the meeting were the Chief of the General Staff of the Armed Forces, Lieutenant General Arben Kingji, along with other senior staff members, command representatives, and line directors.
