Enhanced control over military goods, agreement signed between the General Directorate of Customs and the State Export Control Authority

 

In the presence of Defence Minister Pirro Vengu and Minister of Finance Petrit Malaj, a cooperation agreement was signed today between the General Directorate of Customs and the State Export Control Authority (SECA).

The agreement, signed by Gent Gazheli, Director General of Customs and Andrea Shllaku, Director of SECA, aims to strengthen cooperation between the two institutions in implementing existing legislation and developing joint activities in the field of controlling dual-use and military goods. The parties have committed to establishing an effective communication and information-exchange platform, as well as providing technical assistance for identifying and classifying goods entering or leaving the territory of the Republic of Albania.

The agreement also foresees a joint risk analysis, with the goal of minimizing risks related to international transfers of military goods, dual-use items, and technologies, including the prevention of their illicit trafficking.

Its implementation is expected to deliver tangible results by increasing institutional transparency and accountability, improving response and verification times, strengthening protection against the unlawful use of strategic goods, and ensuring full compliance with international export-control regimes and standards.

This initiative contributes to safeguarding national security, protecting the state’s strategic interests, and fulfilling Albania’s international obligations.
