What is the Modernization of Armed Forces (means, techniques and infrastructure)

Modernization of the Armed Forces is a complex process, which includes cardinal changes of the material capacities in order to accomplish all the strategic objectives.
The Armed Forces aim at increasing the qualitative levels through their transformation into a professional force, well-trained ,equipped with contemporary systems of the technique and armament, modern and interoperable tools as well as capable of to accomplish operation of a larger spectrum. The process of modernization of the AF serves to this aim.

The Modernization of the AF is focused on several important areas, such as:

- Command and Control System

- System of  information, including the systems of the surveillance of the air and maritime space, as well as the security of the systems of other intelligence equipments.

- Systems and equipments for the protection of the troops

- Systems and equipments for the self-support of the troops

- Means ad equipments the ensure the manoeuvre and transport of the troops

- Armaments

Modernization of the systems and equipments aims at:

- Unification of the standards in the equipments, technique , systems, toward the creation of military capacities unified with those of the NATO member countries.

- Ensuring the interoperability of the systems and equipments of the AF with the ones at the disposal of the other state structures and with those of the countries of the Alliance through the combination of their compatibility.

- Development of the operational capacities of the AF in order to carry out their missions and duties within the country as well as to be capable to be dislocated and take part in international operations.

The concept for the equipments and modernizations is based on the main strategic concepts such as:

- Military Strategy,

- AF long-term development Plan, Vision 2020,

- Tables of Organization and Equipments (TOP),

- Directive of the Ministry of Defence 2008-2013, on the basis of which  the construction of the future professional Force is anticipated.

The process of Modernization of the AF is based on the shortiterm, middle-term and long-term objectives and priorities of their restructuring and development aiming at  achieving the increase of the operational capacities.

Legal Basis

 Establishing the legal basis for the modernization of Armed Forces is considered a priority. Based on Article 5, point 2, of the Law “On the Public Procurement”, it is approved by Decision of the Council of MinistersNo.1403, date 27.10.2008 “On the Military Procurements” on the foundation of which is Competition, Transparency and the Guarantee through the process the quality of the systems technique at the interest of the Armed Forces.
